Selon les \u00e9l\u00e9ments communiqu\u00e9s par le minist\u00e8re du P\u00e9trole et du Gaz, les tarifs des carburants sont inchang\u00e9s depuis le 1er janvier 2024, malgr\u00e9 la forte progression des cours internationaux.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 cette date, le prix de l\u2019essence et celui du gasoil avaient \u00e9t\u00e9 r\u00e9duits de 10 FCFA par litre. La bouteille de gaz de 12 kilogrammes avait \u00e9galement \u00e9t\u00e9 ramen\u00e9e de 5 950 \u00e0 4 950 FCFA sur instruction du Chef de l\u2019\u00c9tat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depuis, les prix \u00e0 la pompe n\u2019ont pas \u00e9volu\u00e9. Le litre d\u2019essence est vendu 595 FCFA, tandis que le litre de gasoil est affich\u00e9 \u00e0 575 FCFA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 595 FCFA, le Gabon affiche par ailleurs le prix de l\u2019essence le plus bas de la CEMAC selon les donn\u00e9es communiqu\u00e9es par le minist\u00e8re. Le litre est indiqu\u00e9 \u00e0 645 FCFA en Guin\u00e9e \u00e9quatoriale, 700 FCFA au Tchad, 775 FCFA au Congo, 840 FCFA au Cameroun et 1 150 FCFA en Centrafrique depuis le 1er octobre 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Une facture assum\u00e9e par l\u2019\u00c9tat<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Cette stabilit\u00e9 des prix \u00e0 la pompe repose largement sur la subvention publique.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Initialement fix\u00e9e \u00e0 12 milliards de FCFA dans la loi de finances 2026, l\u2019enveloppe consacr\u00e9e \u00e0 la subvention aux carburants a \u00e9t\u00e9 port\u00e9e \u00e0 55,3 milliards de FCFA dans la loi de finances rectificative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette d\u00e9cision intervient alors que les conditions internationales d\u2019approvisionnement se sont fortement tendues. Selon les \u00e9l\u00e9ments communiqu\u00e9s par le minist\u00e8re, le gasoil a rench\u00e9ri de 59 % sur le march\u00e9 mondial entre mars et ao\u00fbt 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le Chef de l\u2019\u00c9tat avait d\u00e9j\u00e0 \u00e9cart\u00e9, en novembre 2025, la suppression de la subvention qui devait intervenir au 1er janvier 2026. Le ministre du P\u00e9trole et du Gaz, Sosth\u00e8ne Nguema Nguema, expliquait alors : \u00ab Il \u00e9tait question qu\u2019au 1er janvier 2026, la subvention soit retir\u00e9e. Mais les cons\u00e9quences \u00e9conomiques et sociales auraient \u00e9t\u00e9 lourdes pour toutes les couches de la population. \u00bb<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le maintien de cette politique repr\u00e9sente cependant un effort important pour les finances publiques. La question n\u2019est donc plus uniquement celle du niveau des prix, mais \u00e9galement celle de l\u2019efficacit\u00e9 sociale de la subvention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Vers une aide mieux cibl\u00e9e ?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selon la Banque mondiale, les subventions aux carburants \u00ab ne sont pas bien cibl\u00e9es \u00bb. Les donn\u00e9es cit\u00e9es par le minist\u00e8re indiquent que 96 % de la subvention b\u00e9n\u00e9ficieraient \u00e0 la moiti\u00e9 la plus ais\u00e9e de la population, qui consomme davantage de carburant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le gouvernement entend donc progressivement se doter de m\u00e9canismes permettant de mieux orienter les aides vers les m\u00e9nages qui en ont r\u00e9ellement besoin. Le Registre social unique a \u00e9t\u00e9 lanc\u00e9 en juillet 2026, tandis qu\u2019un nouveau recensement des Gabonais \u00e9conomiquement faibles a \u00e9t\u00e9 engag\u00e9 en septembre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 ce stade, aucune hausse des prix \u00e0 la pompe n\u2019est annonc\u00e9e. Le minist\u00e8re rappelle que le prix du carburant demeure inchang\u00e9 depuis janvier 2024 et que la suppression brutale de la subvention a \u00e9t\u00e9 \u00e9cart\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le d\u00e9bat porte d\u00e9sormais sur la soutenabilit\u00e9 de ce mod\u00e8le. Entre protection du pouvoir d\u2019achat, co\u00fbt budg\u00e9taire de la subvention et n\u00e9cessit\u00e9 de renforcer les capacit\u00e9s nationales de raffinage, le Gabon doit trouver un \u00e9quilibre durable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Car derri\u00e8re le prix affich\u00e9 \u00e0 la pompe se joue une question plus large : comment prot\u00e9ger les consommateurs tout en consacrant davantage de ressources aux infrastructures, \u00e0 la production nationale et aux services publics ?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La r\u00e9ponse de long terme passe notamment par la modernisation de la Sogara, le renforcement des capacit\u00e9s de stockage et la construction d\u2019une nouvelle raffinerie \u00e0 Port-Gentil.
