Justice, gouvernement, Pr\u00e9sidence de la R\u00e9publique et haute administration : la ville du sable pourrait devenir le th\u00e9\u00e2tre d\u2019une profonde recomposition de l\u2019appareil d\u2019\u00c9tat.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La magistrature face \u00e0 l\u2019heure des d\u00e9cisions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Premier rendez-vous strat\u00e9gique : le Conseil sup\u00e9rieur de la magistrature. En sa qualit\u00e9 de pr\u00e9sident de cette institution, Brice Oligui Nguema dirigera des travaux particuli\u00e8rement attendus dans un secteur o\u00f9 les exigences d\u2019ind\u00e9pendance, de discipline, d\u2019efficacit\u00e9 et de restauration de la confiance demeurent fortes. Les d\u00e9cisions prises \u00e0 Port-Gentil pourraient redessiner certains \u00e9quilibres au sein de l\u2019appareil judiciaire et donner une nouvelle impulsion au fonctionnement des juridictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Port-Gentil transform\u00e9e en capitale politique<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le chef de l\u2019\u00c9tat pr\u00e9sidera \u00e9galement un Conseil des ministres d\u00e9localis\u00e9. Loin d\u2019\u00eatre un simple changement de d\u00e9cor, cette r\u00e9union marque la volont\u00e9 d\u2019installer temporairement le centre de d\u00e9cision nationale au c\u0153ur de l\u2019Ogoou\u00e9-Maritime. Depuis Port-Gentil, les principaux dossiers du pays seront examin\u00e9s et des d\u00e9cisions susceptibles d\u2019engager directement l\u2019avenir de l\u2019action publique pourraient \u00eatre arr\u00eat\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Le gouvernement sur un si\u00e8ge \u00e9jectable<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mais tous les regards seront surtout braqu\u00e9s sur la composition de l\u2019\u00e9quipe gouvernementale. Un remaniement ou, \u00e0 tout le moins, un profond r\u00e9am\u00e9nagement est attendu. Certains ministres pourraient changer de portefeuille, d\u2019autres quitter l\u2019ex\u00e9cutif, tandis que de nouveaux profils pourraient faire leur entr\u00e9e. Dans les couloirs du pouvoir, l\u2019heure ne serait plus aux simples ajustements cosm\u00e9tiques, mais \u00e0 une r\u00e9organisation destin\u00e9e \u00e0 renforcer l\u2019efficacit\u00e9, la coh\u00e9rence et la capacit\u00e9 d\u2019ex\u00e9cution du gouvernement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La quatri\u00e8me secousse : Pr\u00e9sidence et haute administration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019onde de choc pourrait d\u00e9passer le seul gouvernement. \u00c0 l\u2019occasion du Conseil des ministres, Brice Oligui Nguema envisagerait \u00e9galement de revoir plusieurs positions strat\u00e9giques au sein de la Pr\u00e9sidence de la R\u00e9publique et de la haute administration. Conseillers, responsables d\u2019institutions, directeurs g\u00e9n\u00e9raux et autres hauts cadres de l\u2019\u00c9tat pourraient \u00eatre concern\u00e9s par ce vaste mouvement. Une quatri\u00e8me s\u00e9quence d\u00e9cisive qui confirmerait que le chef de l\u2019\u00c9tat veut reprendre fermement la main sur l\u2019ensemble de la machine administrative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Une nouvelle architecture du pouvoir en pr\u00e9paration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Port-Gentil ne sera donc pas seulement la capitale \u00e9conomique du Gabon : elle pourrait devenir le point de d\u00e9part d\u2019un nouvel ordre institutionnel. En r\u00e9unissant dans une m\u00eame ville le Conseil sup\u00e9rieur de la magistrature, le Conseil des ministres, la reconfiguration du gouvernement et le renouvellement attendu de plusieurs postes strat\u00e9giques, Brice Oligui Nguema pr\u00e9pare une s\u00e9quence politique \u00e0 tr\u00e8s haute intensit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La ville p\u00e9troli\u00e8re s\u2019appr\u00eate ainsi \u00e0 vivre bien davantage qu\u2019un s\u00e9jour pr\u00e9sidentiel.
