Apr\u00e8s plusieurs jours d&#8217;investigation et de v\u00e9rification, il appara\u00eet que la r\u00e9fection de l&#8217;immeuble du P\u00e9trole a r\u00e9sult\u00e9 de la mise en place d&#8217;une Commission Paritaire de G\u00e9rance (CPG) PID-PH.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Apr\u00e8s plusieurs jours d&#8217;enqu\u00eate men\u00e9e par la r\u00e9daction du <strong><em>Grand Reporter TV<\/em><\/strong> concernant l&#8217;actualit\u00e9 relative \u00e0 la r\u00e9fection de l&#8217;immeuble du P\u00e9trole, la proc\u00e9dure \u00e9tablie en octobre 2025 est belle et bien conforme au code p\u00e9trolier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D&#8217;apr\u00e8s une source bien au fait dudit dossier, il ressort que l&#8217;attribution du march\u00e9 de r\u00e9fection de l&#8217;immeuble du P\u00e9trole en octobre 2025, sous le magist\u00e8re de Sosth\u00e8ne Nguema Nguema (ancien ministre du P\u00e9trole et du Gaz), a \u00e9t\u00e9 conforme aux r\u00e8gles de la Commission Paritaire de G\u00e9rance (CPG).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>L&#8217;attribution du march\u00e9 de r\u00e9fection est conforme aux r\u00e8gles de la PID-PH<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C&#8217;est conform\u00e9ment aux dispositions du Code p\u00e9trolier, notamment via la Commission Paritaire de G\u00e9rance (CPG) PID-PH, que les march\u00e9s sont attribu\u00e9s, et ce dans le cadre de la mise \u00e0 neuf de l&#8217;immeuble du P\u00e9trole. Cette commission PID-PH est compos\u00e9e essentiellement de quatre organes : une repr\u00e9sentation de la pr\u00e9sidence de la R\u00e9publique, du minist\u00e8re de l&#8217;\u00c9conomie et des Finances, du minist\u00e8re du P\u00e9trole et du Gaz, ainsi que les repr\u00e9sentants des soci\u00e9t\u00e9s p\u00e9troli\u00e8res.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Par ailleurs, il est important de souligner que, dans le cadre de cette commission, le ministre du P\u00e9trole et du Gaz n&#8217;est pas convi\u00e9 \u00e0 cette assise ; il serait donc incapable de prendre la d\u00e9cision unilat\u00e9rale d&#8217;attribuer un march\u00e9 \u00e0 un op\u00e9rateur \u00e9conomique quelconque. Ainsi, dans le cas d&#8217;esp\u00e8ce et apr\u00e8s plusieurs investigations, le ministre Sosth\u00e8ne Nguema Nguema, ancien ministre du P\u00e9trole et du Gaz, ne faisait pas partie de ladite commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>La m\u00e9thode de la CPG PID-PH au c\u0153ur de la r\u00e9fection de l&#8217;USS, de l&#8217;USTM et du minist\u00e8re de la Planification<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La Commission Paritaire de G\u00e9rance (CPG) serait un instrument efficace dans le d\u00e9veloppement et la r\u00e9fection de plusieurs b\u00e2timents administratifs. C&#8217;est le cas des travaux de r\u00e9fection de l&#8217;Universit\u00e9 des Sciences de la Sant\u00e9 (USS) : durant la premi\u00e8re ann\u00e9e du mandat de Brice Clotaire Oligui Nguema, cette facult\u00e9 de m\u00e9decine et ses diff\u00e9rents d\u00e9membrements ont b\u00e9n\u00e9fici\u00e9 d&#8217;une cure de jouvence gr\u00e2ce \u00e0 la PID-PH. \u00c0 l&#8217;instar de l&#8217;USS, l&#8217;Universit\u00e9 des Sciences et Techniques de Masuku a \u00e9galement vu son environnement \u00e9ducatif am\u00e9lior\u00e9 et refait gr\u00e2ce \u00e0 la PID-PH. C&#8217;est donc dans cette m\u00eame logique que le minist\u00e8re de la Planification s&#8217;est vu offrir un nouveau b\u00e2timent flamboyant et neuf gr\u00e2ce \u00e0 la mise en place d&#8217;une Commission Paritaire de G\u00e9rance (CPG) PID-PH.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Sosth\u00e8ne Nguema Nguema, injustement index\u00e9 ou victime de sa rigueur !<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Apr\u00e8s un passage au Parlement de transition, Sosth\u00e8ne Nguema Nguema arrive au gouvernement le 5 mai 2025 comme ministre du P\u00e9trole et du Gaz. Le natif d&#8217;Oyem, dans le septentrion du Gabon, prend la t\u00eate d&#8217;un secteur strat\u00e9gique, mais \u00e9galement complexe et m\u00eame sensible. Un bref passage qui aura permis \u00e0 l&#8217;homme politique d&#8217;imprimer sa m\u00e9thode. V\u00e9ritable patriote et technocrate chevronn\u00e9, Sosth\u00e8ne Nguema Nguema r\u00e9active avec effet imm\u00e9diat l&#8217;exploitation p\u00e9troli\u00e8re en offshore profond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Sosth\u00e8ne Nguema Nguema, militant de la premi\u00e8re heure du Code p\u00e9trolier et du Code gazier !<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lors de son passage \u00e0 la t\u00eate du minist\u00e8re du P\u00e9trole et du Gaz, Sosth\u00e8ne Nguema Nguema ambitionne d\u00e9sormais d&#8217;attirer de nouveaux capitaux afin de renforcer la production nationale. Par ailleurs, il entame une r\u00e9flexion sur le cadre juridique avec le projet de s\u00e9paration du Code des hydrocarbures en deux instruments distincts : un Code p\u00e9trolier et un Code gazier.
